The COVID-19 crisis posed challenges to education in Cambodia due to social distancing measure. The quality of teaching and learning at all grades plummeted due to the adoption of online teaching and learning. This study centered on the teaching and learning in upper secondary schools during school closure. The study focused on two objectives: (i) to explore the overview of teaching and learning during school closure and (ii) to assess the quality of teaching and learning during school closure. The study employed quantitative method where data were gathered using online surveys. A total of 717 school teachers (female=44.1%) and 3,377 students (female=62.5%) participated in the study. It was found that 4.5% of teachers and 17.0% of the students failed to continue their educational activities with more serious situation among schools at rural or under-developed areas. In addition, the quality of teaching was at slightly above average, and it was of no significant different across sub-groups based on gender, school type and location, teaching subject and teaching experience; however, it varied based on the quality of Internet. The student’s learning was at an average level with significant different among sub-groups based on gender, school type and location, grade level and the quality of Internet. To improve the future readiness for unexpected similar crisis, the study recommended that digitalization in education, adopt blended learning, produce teaching and learning materials that fit the actual situation and strengthening and further developing the ICT and digital infrastructure should be considered.
